These citizens are endowed with a sense of responsibility & are confident that a program sponsored by the DOJ must be moral & legitimate.[集団ストーカー活動に参加しているこの市民たちは使命感を与えられ、この活動が道徳的で正当なものだという自信を抱いている] But lacking historical knowledge, they are unaware that they may be playing a small role inside of a larger program of state-sponsored terrorism, against those the Establishment has deemed undesirable.[しかし彼らは歴史的な経緯を知らないので、自分らが、国家が支援する官製テロの片棒をかつぎ、支配者層にとって目障りな人間を弾圧・粛清する駒の役目を果たしているかもしれないことに気付いていない]Historically, similar programs have been used on political dissent, activists, & whistleblowers (p.12).
It is likely that there are role-playing exercises to desensitize them (participants of organized stalking), & that they are given canned responses to anticipated remarks such as, “Stop harassing me,” “You were lied to,” “Why are you harassing me,” etc (p.p. 11-12).

 

Objectives of the group[集団ストーカーの目的]

For the agency that launched the harassment campaign, the goal is to get the targeted person to commit an act of violence, whether suicide or murder, under circumstances which can be plausibly denied by the agency.[集団ストーカーをやらせている工作員らの目標は、自分らの仕業であることを否認できるような、もっともらしい状況を作りあげたうえで、標的になった者を(キレさせ)自殺させるか殺人を犯させることである](p. 45)

COINTELPRO Report in Sri Lanka

 

  In the previous report I referred to corrupted policemen’s CONTELPRO activity so called “organized stalking.” This occurred on Aug 17, 2013, between 12:25 pm and 12:47 pm around the corner of the junction between Passara Rd (PBC Highway) and Riverside Road (also called Gangabada Road).

 

  As a matter of fact, COINTELPRO stalkers in Badulla seem to prefer the spot above for their regular stalking activities. Intentionally showing off stalking activities to the victim at the same spot over and over again is a typical CONTELPRO crime technique. This aims to deliberately make a victim notice the organized stalkers’ presence, and “sensitize” him/her so that the victim feels being stalked anytime he/she passes by the spot. By persistently doing so, the organized stalkers could psychologically devastate victims’ life—for instance, stressing out the victim and driving him/her into desperately committing suicide or crime.

 

Some experts on this issue point out that strange crimes such as school shootings in America are created in this way. Furthermore, it is surmised that accordingly corrupted policemen agitate people and create fear of strange crimes so the police could keep the huge governmental budget for the police. Usually those people who cooperate with COINTELPRO crimes are fooled to believe that they are engaged in “crime prevention activities.” Most participants do not know the true aims of this organized crime covertly conducted by people in power.   

 

In this report I will detail the series of organized stalking crimes that have occurred repeatedly at the same spot – near/at the junction between Passara Rd (PBC Highway) and Riverside Road (also called Gangabada Road) as mentioned above.

 

Aug 11, at 8 pm

 

At the junction between Passara Rd (PBC Highway) and Riverside Road (also called Gangabada Road) when I was going home from Muthiyangana Temple, a car came from the other direction and suddenly stopped in front of me. Then the driver started backing up the car slowly along with my walk. I asked him why he was doing such a thing. He answered that he wanted to go to Temple but made a wrong way, so he was backing up to the junction to change roads. However, the direction he switched into was NOT to Temple.

When I was walking home from Badulla station, about 30 meters before the junction between Passara Rd (PBC Highway) and Riverside Road (also called Gangabada Road), a car started backing up and made a U-turn in front of me. The car cut in my way and almost hit me intentionally. When I tried to check the license numbers of the car, they suddenly turned off the car lights so I could not read them. Nonetheless, I followed the car and was able to get the car license # 18-28xx. They also put a paper with the letters “PRISON” on the dashboard. A man on the passeger seat, who looked like an old gang member, asked me: “Where are you going?” COINTELPRO perps in Badulla often say this phrase to the victim. It seems they are told to say so to the victim by the leader criminal of the organized stalkers.

On my way to Post Office, under the sign board “Millenium Kids Nursery” which is about 200 meters past from the junction between Passara Rd (PBC Highway) and Riverside Road (also called Gangabada Road), a blue color sedan car ambushed me, parking his car towrd me. When I was passing by there, the driver pretended to drive the car toward me in order to make me notice him. He giggled when he recognized that I noticed him.  

 

 

Aug 23, between 11:46 am – 12:24 pm

 

At 11:46 am

On my way to the post office again, in front of an automobile repair shop, a white color, Toyota sedan, license # KV-46xx started backing up at the very same timing when I was passing by there. This repair shop is also located about 100 meters before the junction between Passara Rd (PBC Highway) and Riverside Road (also called Gangabada Road). Besides, on my way back from Post Office, the mechanic and customers scoffed at me when they recognized me passing by their shop.

 

At 11:49 am

About three miutes after passing the auto repair shop, at the junction between Passara Rd (PBC Highway) and Riverside Road (also called Gangabada Road), a three-wheeler bike with license # YH 90xx started the engine and made a U-turn exactly at the same timing when I was passing there, which is a common organized stalking technique all over the world to sensitize the victim.
